An active blacklisting forces Guilty regardless of the arithmetic. There is no score high enough to outrank confiscating a player's winnings.
What a verdict is not
- It is not a recommendation. It is a summary of findings. A Fully Trusted casino will still take your money in the long run, because the house edge does not care about our opinion of the operator.
- It is not permanent. Verdicts move. An unanswered case adds black points, which lower the index, which can drop the band. A fixed clause raises it.
- It is not for sale. No commercial term reaches the number behind it.
- It is not the absence of one. Not yet rated is a separate state, and it means what it says: we do not have the evidence, so we are not going to pretend we do.
